Brown onions, peppers, celery with meat, salt and pepper. Drain meat. In separate bowl, mix ketchup, water, sugar, brown sugar, vinegar, and Worcestershire sauce. Whisk well together. Pour liquid mixture over meat and mix it. Heat for 30-40 minutes over low to medium heat.
