Suggest a better descriptionCut beef into 3" X 1" strips, brown in oil in skillet. Transfer to a slow cooker. Combine next 7 ingredients and pour over beef. Cover and cook on low for 5 to 6 hours or until meat is tender. Add tomatoes and green peppers, cook on low for one hour longer. Combine water and cornstarch to make a paste. Stir liquid into slow cooker and cook on high until thick.
