Combine potatoes, carrots, onions, 1 teaspoon salt, and 1/2 teaspoon pepper in 5-7 quart slow cooker.
Toss the vegetables to distribute seasonings.
Add 2 teaspoons salt, 1 teaspoon pepper, and flour to a large plastic bag. Stir to combine.
Add meat to this, toss to coat, shake off excess flour.
Heat oil in large skillet. Add meat and brown on all sides.
Transfer meat to slow cooker.
Deglaze skillet with broth, and scrape browned bits from pan.. Transfer this to slow cooker.
Cover and cook on LOW for 8 HOURS (until meat is tender).
Add peas and corn and cook an additional 1 HOUR.
Season with salt and pepper. Serve.
