1. Add water, beef bouillon, flour, salt and pepper to slow cooker. Whisk to combine.
2. Melt butter in skillet on medium-high heat. Add onion and mushrooms, and cook 5 minutes. Add steak and cook until just lightly browned on outside. Stir mixture into slow cooker. Cover and cook on low 4 hours until beef is very tender.
4. Stir sour cream into mixture and serve over hot cooked egg noodles.
