Saute' onion & garlic until golden. Drain & put in slow cooker. Add remaining ingredients, except cheddar cheese, evaporated milk & chives. Mix thoroughly. Cover & cook on low for 6-9 hours (High 2-4 hours). Add cheese, & evaporated milk (any cooked meat desired can be added here, too) during last hour of cooking & garnish with chives before serving.
I also added 1/2 tsp curry last time I made it, which added wonderfully to the taste.
