Lightly spray a 4-qt slow cooker with cooking spray. In a large bowl, stir together the oats, brown sugar, cinnamon, and nutmeg. Stir in the pumpkin. Gradually stir in water and half-and-half. Stir in raisins and vanilla.
Ladle the mixture into the slow cooker. Cook, covered, on low for 8 hours.
Serve topped with the remaining brown sugar and walnuts.
