Line a rimmed baking sheet with foil and top with a wire grid cooling rack
Pat the ground beef into a large rectangle and pace on rack
Place the chopped onion and pepper on a grilling tray coated with cooking spray
Start the Traeger grill on Smoke with the lid open for 5 minutes
Put the baking sheet and grilling tray on the grill and smoke the meat and veggies for 1 hour
Remove veggies, and turn heat up to 350 and grill meat for 15 additional minutes
Place the veggies and meat in a Dutch oven, along with 2-3 T of the meat drippings
Add garlic, tomatoes, beef broth, bouillon cube, beer, tomato sauce, chili powder, cumin and oregano to Dutch oven
Simmer on stove for 1.5 hours
Stir in the beans and chocolate chips and continue to simmer for another 30 mins
Serve in bowls with any or all of the suggested toppings
