Cut steak into 3-inch squares and season generously with salt and cayenne. Heat the oil in a large, heavy pot over medium-high heat. Add meat and brown, cooking on each side for 4 to 5 minutes. Add 1 cup of the water and stir, scraping bottom of pan to loosen any browned bits. Reduce heat to medium and cook for 3 to 4 minutes. Add onions and bell pepper and season with salt and cayenne. Cook, stirring often, for about 5 minutes, or until vegetables are wilted and lightly golden. Add remaining 1/2 cup water if mixture has become dry. Cover and cook, stirring occasionally, for 30 to 40 minutes or until meat is tender. Serve over rice. Some greens and cornbread would be nice too!
