Cream butter, brown sugar. Beat in eggs and vanilla. In another bowl whisk flour, baking powder and salt. Gradually add to cream mixture. Spread onto pan.
Mix sugar, cinnamon. Sprinkle 2 tbsp over batter. Bake 25-30 minutes.
Spread dulce de leche over crust. In small saucepan, combine white chocolate, cream and corn syrup. Cool slightly. Spread over dulce de leche. Sprinkle with remaining cinnamon sugar. Refrigerate one hour.
