1. Thaw shrimp, if frozen. Shell and devein shrimp. Set aside.
2. For marinade, in a blender or food processor combine oil, lemon juice, parsley, cilantro, garlic, paprika, cumin, cayenne pepper, salt, and black pepper. Cover and blend or process until finely pureed.
3. In a large bowl stir together shrimp and marinade. Cover and marinate in refrigerator for 20 to 30 minutes. Drain shrimp, reserving marinade. Thread shrimp on skewers.
4. For a charcoal grill, grill shrimp on an uncovered grill directly over medium coals for 7 to 9 minutes or until opaque, turning often and brushing with marinade. (For a gas grill, preheat grill. Reduce heat to medium. Place shrimp on grill rack over heat. Cover and grill as above.) Discard any remaining marinade.
