In a nonstick dutch oven, cook beef and garlic over medium heat and drain. Stir in the rest of the "1st Round" ingredients. Bring to a boil. Reduce heat and simmer covered until rice is tender, 25 - 30 minutes. Stir in the "2nd Round" ingredients and heat through.
