Mix flour, baking soda and baking powder together.
Melt chocolate chips in water ( double boiler or microwave)
Cream butter and sugar. Add one egg at a time. Add vanilla and mix. Add sour cream alternately with flour mixture while mixing.
Grease 13 x 9 pan. Pour half of the batter. Pour in melted chocolate and some of the cinnamon/sugar mixture. Pour the balance of the batter and swirl. Sprinkle top with Cinnamon/sugar mixture.
Bake for 1 hour. Test with a tooth pick.
