Preheat oven to 350(F) degrees. Butter and flour one 13 X 9 inch pan or one 10 inch tube pan.
Sift flour with baking powder, baking soda and salt. Set aside.
Cream butter with sugar until light and fluffy. Add eggs and beat. Add dry ingredients alternating with sour cream, beating only until smooth after each addition. Add vanilla and blend.
In a bowl mix together sugar and cinnamon for topping.
Spread half of the batter into pan. Top with half cinnamon and sugar mixture. Cover with remaining batter and top with reserved cinnamon and sugar mixture.
Bake 40 minutes for the 13 X 9 inch pan; 50 to 60 minutes for the tube pan.
