Fry or steam tortillas. Put 3/4 of the cheese (remaining cheese used later) and onions in each tortilla and wrap. Make Sauce: Melt butter, blend in flour and add broth. Cook, stirring constantly until mixture thickens. Next stir in sour cream and chillies. In a casserole dish pour a little sauce to lightly cover the bottom. Place wrapped tortillas into dish and then cover with remaining sauce and sprinkle over top with remaining cheese. Bake: Uncovered at 425*, 20-30 minutes. Remove from oven and let stand for 15 minutes. Then sprinkle chopped black olives, cilantro and tomatoes over top and serve.
