Combine all streusel ingredients in a bowl; set aside.
Combine 2 cups flour, 3/4 cup sugar, baking powder, baking soda, and salt
in a medium bowl, stirring with a whisk. Make a well in the center of
mixture. Combine buttermilk and remaining ingredients in a bowl. Add to
flour mixture and stir until just moist.
Spoon batter into 11 large muffin cups coated with cooking spray. Bake at
375 degrees for 20 minutes or until golden brown.
