Cut chicken into bite size pieces, rinse and pat dry. In a large pot, saute chicken, onion and garlic in olive oil until tender. Add next 9 ingredients and bring to a boil. Reduce heat and simmer for 1 hour. Add cilantro and pepper and simmer 30 minutes more.
Ladle over tortilla chips and cheese. Sqeeze fresh lime juice over soup. Garnish with limes.
