In large pot, bring water to boil. Cook spaghetti al dente, save some water.
Add oil to large skillet over med high heat. Cook beef, add onion and garlic and cook until onions are translucent and soft. The garlic should be fragrant.
Add oregano, pepper flakes, paste and stir. Stir in wine, cook for 5 min or until most of liquid has evaporated.
Add tomatoes, basil and season with salt and pepper. Bring contents to boil while stirring, then reduce heat to med low. Cover and cook for about 20 min.
Stir in cream. Add additional seasonings. Add pasta water if sauce is too thick. Add spaghetti to pot and toss well. Sprinkle with Parm and basil. Serve immediately.
