In a large skillet over medium heat, cook the beef, green pepper and onion until the meat is no longer pink; drain. Stir in the noodles, tomatoes, water, chili sauce, salt and pepper; mix well. Cover and cook on low heat for 15-20 minutes or until the noodles are tender.
