In a large skillet, lightly brown bacon in cooking oil. Add rice, stirring often until rice begins to turn white and puff. Season with pepper and garlic. Add liquids carefully, stirring to blend. Allow to begin to boil. Reduce heat, cover and simmer low for 20 minutes. Stir to fluff. Continue on low until rice is tender and moisture is absorbed.
