Place sugar, and corn syrup in a saucepan over medium heat, until mixture boils. Remove from heat and stir in peanut butter, mixing well. Add rice crispy cereal, mix well. Press into bottom of greased 13x9 pan.
Melt the semi-sweet, and butterscotch chips and mix well. Pour over cereal bars. Best if cut while still warm.
