1. In a heavy sauce pan melt chocolate chips and butter over low heat.
2. Add the sugar.
3. Gradually stir in milk.
4. Bring to a boil; reduce heat.
5. Boil gently over low heat for 6 minutes, stirring frequently.
6. Remove from heat. Set aside.
