Heat oil over medium high heat.
Add onions, sugar, and thyme.
Cook 10 minutes.
Add vinegar, 1/4 teaspoon salt, and 1/8 teaspoon pepper and cook, stirring constantly until vinegar evaporates, about 30 seconds.
Sprinkle steak with remaining salt and pepper and broil about 4 minutes each side (or grill)
Let steak stand 5 minutes then cut on an angle against the grain.
Spread 3/4 teaspoon of mustard on each slice of bread. Add steak, onions, and tomato.
