Sprinkle beef with garlic salt and pepper.
Cook meat in large saucepan in hot oil over med-high heat, 3 minutes or until browned.
Remove meat and set aside, reserving drippings.
In same pan, cook onion and celery in drippings over medium heat until tender.
Stir in meat, water, mixed vegetables, bouillon, Worchestershire and basil.
Bring to boil.
Reduce heat, cover and simmer for about 5 minutes, or until vegetables are crisp-tender.
Stir in undrained tomatoes.
In screw-top jar, shake together 1/2 cup water and flour.
Stir into pot.
Cook and stir until thickened and bubbly.
