Pat the steaks dry with paper towels and sprinkle with salt and pepper to taste.
Dredge the steaks lightly in flour.
In a large, heavy skillet, heat the oil over medium-high heat.
Add the steaks to the pan.
Cook until the steaks are browned, about 3 minutes on each side.
Transfer the steaks to a large slow cooker, overlapping the pieces if needed.
In a large bowl, stir together the tomatoes, water, 1 tablespoon of garlic, 1/2 teaspoon of oregano, a pinch of crushed red pepper, and salt to taste.
Pour the sauce over the steaks in the slow-cooker bowl.
Cover and cook on low for 6 to 8 hours, or until the steaks are very tender.
Stir the remaining 1 tablespoon of garlic, the remaining 1/2 teaspoon of oregano, and another pinch of crushed red pepper into the sauce.
Serve.
Serve over spaghetti topped with the tomato sauce.
