Brown the meat and onion in the vegetable oil. Add garlic to the pan and saute for another 5 minutes on medium high. Stir often to make sure that nothing burns. Combine with other ingredients in a stock pot and simmer on low for 1 1/2 to 2 hours (make sure it is just a slow simmer) stirring often.
To make a milder version, use 1 1/2 tsp of chili powder and leave out the cayenne pepper and the red pepper flakes
