Mix baking mix, 3 tablespoons sugar, 3 tablespoons margarine, and milk until soft dough forms. Spread in ungreased round pan. Spread with 1 tblsp margarine sprinkled with brown sugar. Bake until golden brown, 15 to 20 minutes. Remove from pan, cool 10 minutes before serving.
