Suggest a better descriptionCombine sugar, oil and egg. Add juice and beat thoroughly. Mix raisins with dry ingredients. Add flour/raisin mixture and beat until smooth. Spread in a greased 9" square pan. Combine ingredients for topping with a fork and sprinkle over batter. Press down slightly.
