Remove tops and seeds and boil bell peppers until tender; set aside. In large skillet brown beef & onion; drain fat. Add garlic powder, chili powder, salt, pepper & tomato sauce, simmer 10-15 minutes. Add rice and mix well. Stuff peppers, put remaining stuffing around peppers and bake ~~at;375 for 25 minutes, place a slice of cheese on each pepper and continue to bake 5 minutes longer or until cheese is melted.
