Brown coconut oil, onion, celery, garlic. Add riced cauliflower. Fry 10 min. Add ground beef. Cook until browned. Add tomato sauce, vinegar, mustard, salt, and brown sugar equivalent. Cook until heated well.
Cut tops off of green peppers. Remove seeds. Stand up in baking dish. Fill with meat filling. Top with shredded cheese.
Add water to baking dish to cover green peppers bottom 1/2 inch.
Bake 30 minutes at 350 degrees.
