This is delicious and you can use yellow and red bellpeppers to make it colorful.
Cut the top off of the bellpeppers and put to the side. Boil the peppers in water until soft, then place in oblong glass pan. Brown the ground beef, then add the chopped onion, chopped celery and the chopped bellpepper tops. Add salt and pepper then 1/2 cup of water and simmer for 30 minutes. Then add chopped green onions, rice and seasoning to taste. Put this in the pan with a little bit of water on the bottom and bake at 350 degrees for 30 to 40 minutes.
