Bring a pot of water to a boil. Cut tops off peppers; dip into water. Turn peppers upside down on paper towel. Dice one pepper; set remaining aside. Brown ground beef and drain. Pour in sauce and stir in diced pepper; simmer. In separate pot, combine water, butter and rice. Heat to simmering or until rice is fluffy. Stir rice into beef mixture. Arrange peppers in a greased casserole dish. Spoon mixture into peppers, filling halfway. Sprinkle a layer of mozzarella cheese over mixture. Fill peppers the rest of the way with beef mixture; top with cheese. Cover with aluminum foil and bake at 350? for 30-35 minutes. Serve with cottage cheese, jell-o and brownies.
