Cut a slice off the top of each tomato to use as a lid. Using a teaspoon, gently scoop out the pulp and reserve. Sprinkle the inside of each tomato with a little salt and turn upside down onto a wire rack to drain off the excess moisture. Strain the juices from the pulp and chop the fleshy part; reserve. Discard the seeds.
Heat the olive oil in a frying pan and sauté the onion 3-4 minutes, until soft. Add the pine nuts and continue sautéing until the onion is golden and the pine nuts have a little color. Add the quinoa to the pan, stir well and cook for about 1 minute. Stir in the tomato pulp and juice and cook for another minute. Add the water, dill, parsley and salt and pepper to taste. Stir well and simmer on low heat for 10 minutes. Remove from heat and cool slightly.
To make the sauce, mix all the ingredients together and pour into the bottom of a baking dish.
Fill each tomato with the quinoa mixture and place in the baking dish. Place the tomato lid on top, drizzle with olive oil and bake for 20-30 minutes until cooked.
