Sift together flour, creme of tartar, baking soda, and salt. Set aside.
Beat together butter, oil, and sugars. Add vanilla and eggs and beat well. Add flour mixture. Refrigerate several hours.
To keep dough from getting too soft, remove dough from refrigerator in sections. Roll dough into small balls and place on cookie sheet. Smash cookie balls with a glass dipped in sugar. Bake for 7-8 minutes at 350 degrees.
