Combine Frank's Red Hot, melted butter, 1 teaspoon salt, 1/2 teaspoon black pepper, and water. Marinate chicken wings for at least one hour and as long as overnight.
Combine flour, remaining salt and pepper, cayenne pepper, paprika, and garlic powder. Dredge wings in flour shaking off excess flour.
Heat oil to 375 degrees in deep fryer. Fry wings for 8 minutes in small batches until cooked through. Serve immediately or keep warm in a 200 degree oven til ready to serve.
