Add the baking soda to the sour cream and stir. Let sit for several minutes until the mixture foams and grows.
Then add the egg and mix.
Using a pastry cutter, combine the sugar, flour, and butter in a mixing bowl until there is only small pieces of butter.
Add the sour cram to it and stir with a large spoon. Add in the chocolate chips. And stir.
Grease and flour a 9x13 baking pan. Spoon mixture into it.
Bake for 40 minutes or until a toothpick comes out clean.
Cool on a wire rack.
Best if served the next day.
