In a large dutch oven or skillet over med-high heat, heat 2 TBSP of the oil until beginning to smoke. Add the beans and cook, without stirring, until beginning to color, about 3 min. Add the water and immediately cover the pan. Cook until the beans are bright green and barely tender, about 2 min.
Clear a space in the middle of the pan, then add the remaining 1 TBSP of oil in the clearing. Stir in the ginger and red pepper flakes, then cook until fragrant, about 30 secs. Stir the sugar-fish sauce mixture then pour it into the pan and cook, stirring occasionally, until the liquid has thickened and coats the beans, about 1 min. Off the heat, stir in the vinegar.
