Bring water to a boil and cook potatoes until tender and done. Drain and cool. Then mash (without milk or butter).
In a large bowl: Whisk together the butter, mashed potatoes, milk, brown sugar, vanilla and eggs.
Transfer to the prepared baking dish
TOPPING:
Combine the first 3 ingredients in a bowl until moist and the mixture clumps together. Stir in the pecans. Spread over the top of the potato mixture in an even layer.
Bake until set in the center and golden on top; about 25-30 minutes.
