Pour water into small sauce pan and heat. Add vinegar, ketchup, pineapple juice, sugar, tobacco and Accent. Bring to a boil and reduce heat for a very slow simmer. Add remaining water if mixture is too thick, then add pineapple chunks, carrots and peppers.
Mix first corn starch, eggs, salt, pepper and Accent with wire whisk. Dip chicken and coat well. Deep fry chicken. Serve with sauce and rice.
