Place the raw ground beef in a large saucepan, cover with water, and add seasonings. Bring to a boil, and then simmer over medium-low heat, covered, for about 1 hour. Break up the ground beef well as it simmers. As the hour passes, the water may cook-off, so add enough water to cover the meat again as many times as needed during the hour.
While the ground beef is simmering, chop up half of a medium onion and half of a medium bell pepper. After the meat has been simmering for 1 hour, add the chopped onion and bell pepper. Continue to simmer the seasoned meat for another half an hour.
