In a large skillet, cook beef over medium heat; drain. Stir in beans, water and seasoning. Bring to a boil. Reduce heat and simmer 5 min. uncovered, stirring occasionally. Remove from heat and let cool 10 min.
In a large bowl, combine Romaine, tomatoes, onion and cheese. Stir in beef mixture. Put in bowls. Serve with Western dressing, chips, sour cream & guacamole.
