Add chili powder, taco seasoning, salt, sugar, pepper, garlic, and tomato sauce to meat
Heat to boiling, then reduce to simmer for 10 minutes
Pour into casserole dish
Mix cornbread according to box directions
Pour over top of meat
Bake 25 to 30 minutes or until cornbread is brown
Cover with cheese while still warm
