Prepare 13x9 or decorative lasagna pan. Preheat oven to 350.
Whisk cornmeal with milk, set aside. Saute peppers, onions and garlic in olive oil over medium heat until soft. Remove to prep bowl. Brown ground beef. Add tomato sauce, seasonings and corn. Return vegetables to skillet and stir to combine. add extra heat (hot sauce or whatever.)
Whisk cornmeal and milk again to combine. Pour into prepared pan. Spoon ground beef vegetable mixture onto cornmeal mixture. Leave a margin as this will bake into outside crust. Bake 55-60 min. Remove from oven, top with cheese and broil 1-2 min. Let sit 5 before serving.
