Combine cold water, salt, chili powder, and corn meal in a saucepan over medium heat. Cook until thickened (15 minutes), stirring frequently. Line the sides and bottom of a buttered 2 quart casserolde with 2/3 of the corn meal mixture.
Tamale Pie Filling: (Shortening-->Cheese)
Melt shortening in a skillet. Brown the meat, add remaining ingredients, except cheese. Simmer about 20 minutes. Place in casserole, top with remaining crust. Sprinkle with grated cheese. Bake in oven 350 degress about 45 minutes.
