Make tiny incisions in the flesh of the fish for the marinade to soak in well.
Whisk together lemon juice and olive oil with garlic, celery, green pepper, salt and sugar. Marinate the fish in an oven proof bowl for 10 minutes.
Cover and steam fish for 5 minutes. Garnish with chopped coriander.
