1) Season the steak with salt and pepper and cut into 2" pieces.
2) In a large skillet over medium-high heat, heat the olive oil. When it is hot, brown the meat in batches for 4 minutes on a side or until browned. Turn and brown the other side. Transfer to a plate and brown the remaining beef. Return all the meat to the pan.
3) Add the onions, whole chilies, tomatoes, salt, and black pepper. Cook for 5 minutes more. Sprinkle with cilantro.
4) Meanwhile, in a dry skillet over medium heat, heat the tortillas, one by one, for 10 seconds on a side, turning them with tongs. Wrap in a clean kitchen towel to keep warm.
5) Serve the tortillas with beef and vegetables.
