Saute broccoli, carrots and onion in butter and oil until just tender. Add mushrooms, garlic and shrimp. Cook until mushrooms are tender and shrimp are pink.
In a separate pan, cook noodles according to package directions. Drain.
To shrimp mixture, add milk, salt and pepper, and red pepper flakes (to taste). Dissolve cornstarch in 1/2 cold milk and add to pan. Let thicken, stirring often. Add Parmesan cheese and combine. Add cooked noodles, combine and serve.
