In large skillet over med-high heat, cook turkey, breaking up until it browns. 3-4 mins. Add red and yellow peppers and cook stirring occasionally for 2 mins. Add onion and cook stirring occasionally for 4 mins. Add chile powder, garlic powder and salt stirring occasionally for 1 min. Stir in tomatoes, corn, broth, tomato paste, and soy sauce, increase heat to high and bring to a boil. Reduce to a simmer, cover and cook for 20 mins.
Add arrowroot mixture to sloppy joe mixture, stirring until sauce thickens, 30-60 seconds.
To serve place bun half on each plate and serve sloppy joe mixture over. Sprinkle with cheese.
