In a large skillet brown the hamburger with the red pepper flakes. When browned, stir in the onion, peppers, garlic, lime juice, stock, soy sauce and peanuts. Cook until the liquid is evaporated completely.
Arrange the lettuce leaves on a plate and scoop the meat mixture into each and serve.
