Combine butter and sugar in heavy sauce pan. Cook over medium heat, stirring constantly. When mixture comes to a full boil, add almonds, stirring constantly until mixture comes away from sides of the pan. Add cream of tartar. Keep cooking until mixture turns peanut butter color.
Pour and spread on foil lined pans (2 small cookie sheets). Spread quickly to desired thickness. Sprinkle chocolate chips on toffee.
When chips are shiny, spread with buttered wax paper over top of coffee.
Refrigerate until solid.
