Cream margarine and sugars, vanilla and water. Beat in egg. Mix in dry ingredients. Stir in walnuts. Spread in a 13x9-inch pan. Sprinkle with chocolate chips
Bake for one minute. Run knife through dough to marbleize. Bake an additional 12-14 minutes.
